Europe felt a moment of respite on Monday, as the tension triggered by the presentation of a new 28-point plan for ending the war appeared – momentarily – to have been stabilised. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of missile and drone strikes on Kyiv.
The Rhythm of Negotiation and Warfare
The chain of conflicting incidents captured the bleak nature of the outgoing year. By day, diplomatic battles are conducted: optimistic declarations are delivered from multiple capitals. Considerable effort is expended on restraining certain initiatives. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the primary tool for achieving "settlement".
Nighttime Reality
As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is able to track projectile deployments from enemy soil, a capability afforded by current data. From vantage locations, military aircraft that had been deployed to counter approaching cruise missiles streaked across the sky – advanced fighter aircraft delivered to Ukraine by European allies.
Shortly after, Kyiv's anti-aircraft weapons activated: defensive missiles targeted at a hostile projectile. This was a advanced protection mechanism at work, presumably delivered by partner states. Every firing shakes the surroundings, causing tremors. The instant of fear quickly becomes resigned acknowledgment: maybe the incoming missile won't cause damage this time, preventing destruction from devastation and another blackout.
Continuous Dangers
Soon after, a heavy machine gun fired at a drone in the vicinity, part of a defensive team – most likely allied-provided weaponry. Regrettably, the shots failed to hit the opposing UAV – it maintained course toward its target.
Intermittently, this continued until dawn. Kyiv greeted the morning news: several casualties, damage and utility failures in many homes as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – enduring hostilities. But those entire period illustrated Ukraine's vital need on international aid – a reliance that neighboring countries are demonstrably unable to substitute in the near term.
Ineffective Peace Efforts
The comprehensive proposal from American leadership provoked deep reactions, discussion and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.
Every new approach from US leadership follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually achieve victory. This trend will, undoubtedly, persist.
Political Considerations
It is easy to blame particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the whole story. American leadership functions according to a premise well known to seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The American government presumes that it is unrealistic to compel Moscow to relinquish the territory that it already controls in Ukraine's south or east.
The issue is that while recognising this factual reality, American administration does minimal to discourage Russia, through statements or actions, from believing that the situation will not evolve additionally in its benefit in the coming year.
Divergent Views
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their reason to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's leadership remains completely certain in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding civilians and areas but avoiding a entire defensive failure until situations evolve in its benefit.
Current Realities
Objectively, there are no real preconditions for a ceasefire. Now, subjective factors are entering the equation: personal goals to mediate resolution and secure international recognition, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unacceptable, so that their focus does not move to homefront challenges. And although their mission will now be considerably more difficult after current events, it remains quite doubtful that this will alter their fundamental strategy.
These opposing factors are influencing discussions.
Summary and Prospects
It took a mere seven days to kill the 28 points of the current initiative. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, recent disclosures, all served their function.
While new initiatives based on established approaches are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and show particular unwillingness to modify developments, if they stand together and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, largely rely on ongoing international assistance.
